這個項目在慶典中大放異彩,萬達模式也在當(dāng)下的商業(yè)地產(chǎn)熱浪中達到頂峰,但風(fēng)光無限背后是,萬達2011年在全國的多個項目出現(xiàn)質(zhì)量問題,曾令王健林自豪的產(chǎn)品質(zhì)量,出了毛病。

地方官的座上賓
武漢助興“辛亥百年”的楚河漢街項目,風(fēng)光背后是近乎“飛速”的建筑進度。

萬達于2010年分兩次獲得武漢中央文化區(qū)的三幅地塊,這片位于市中心的區(qū)域,總面積將近800多畝,在國內(nèi)特大城市中鮮見。先是當(dāng)年7月,萬達8.18億元拿下“東沙連通”項目一期123.4畝土地,即“楚河漢街”。樓面地價約2629元/平方米。9月,又分別以44億元、32億元拿下相鄰的兩幅地塊,占地面積合計46.85萬平方米。粗略計算,三塊地的規(guī)劃建筑面積達到300多萬方,樓面地價在2600元/平方米上下。
相比之下,毗鄰中央文化區(qū)的武重廠區(qū)住宅地塊,2007年由復(fù)星系拍下,當(dāng)時的樓面地價即已達到3290元/平方米,由于中標(biāo)人需承擔(dān)一些清場任務(wù),這一價格已較周邊地價低:同年周邊一小幅宅地,價格已至4200元/平方米。
王健林在年初集團的內(nèi)部會議中,指派集團總裁丁本錫親自抓武漢項目,要求每個月至少開一次現(xiàn)場辦公會!10月10日前必須開業(yè),不能有任何動搖。而且不但要開業(yè),還要建得好。

朱凌波說,正是地方政府對土地財政、稅收、就業(yè)、城市形象的多種訴求共同作用,在萬達之外推動著萬達越來越快。
集中爆發(fā)
現(xiàn)在,這家在全國已開業(yè)33個萬達廣場、15家五星級酒店、600塊電影銀幕、26家連鎖百貨店、30家量販KTV的公司,多年位居中國商業(yè)地產(chǎn)的頭把交椅,銷售額進入“世界500大”已成為當(dāng)家人王健林2012年的計劃。
就是這樣一家志在高遠的企業(yè),卻在最基本的工程質(zhì)量問題上頻頻失范。
2011年4月12日晚間,上海寶山萬達廣場工地在基坑開挖和墊層施工中,工地北側(cè)的圍護體傾覆,周圍道路撕開了一條數(shù)十米的地面裂縫。

就在處罰結(jié)果出臺前后,一封來自四川綿陽的公開舉報信在坊間流傳。舉報人稱,“綿陽市涪城萬達廣場在施工建設(shè)中,大量使用小鋼廠生產(chǎn)的三無劣質(zhì)鋼材,給工程質(zhì)量埋下隱患。
”這個尚未得到萬達官方正式回應(yīng)的舉報,所列數(shù)據(jù)可謂觸目驚心:在這個總建面為45萬方的建筑工地中,有數(shù)處鋼筋加工制作點;一些施工采用的10mm的鋼筋,國標(biāo)為9.6mm,該工地中的只有8mm左右。
關(guān)于萬達使用“瘦身鋼筋”的傳聞,還出現(xiàn)在河南鄭州。今年4月,當(dāng)?shù)匾患颐襟w報道,二七萬達廣場同樣使用了低于國標(biāo)要求的鋼筋。
擴張失范
“確實是由于擴張速度過快,導(dǎo)致萬達出現(xiàn)一些工程質(zhì)量問題!比珖ど搪(lián)商業(yè)不動產(chǎn)專委會主任朱凌波說。
快,正是萬達在過去五年中,所表現(xiàn)出的最顯著特質(zhì)。
萬達在上世紀(jì)80年代末從住宅地產(chǎn)開發(fā)起家,從2000年開始轉(zhuǎn)向商業(yè)地產(chǎn),并逐漸成為國內(nèi)最大的綜合型商業(yè)地產(chǎn)運營商,其中過程頗多曲折,其經(jīng)歷了第一代的單店、第二代的組合店到第三代城市綜合體的發(fā)展。
2006年,基于城市綜合體概念的第三代萬達廣場在寧波一炮打響后,萬達基于低地價、核心區(qū)位、訂單式招商等成體系的產(chǎn)業(yè)鏈整合優(yōu)勢,設(shè)計出了高度集權(quán)的快速復(fù)制模式。
王健林曾透露,在萬達,有國內(nèi)唯一的商業(yè)規(guī)劃設(shè)計院,承接一個項目前,拿地成本、規(guī)劃設(shè)計費用、建設(shè)費用、招商租金全部都要事先做好預(yù)算,“我們有精準(zhǔn)的模型,誤差能控制在萬元以內(nèi)。
”在業(yè)內(nèi),萬達速度令人嘆為觀止。寶龍地產(chǎn)鄭州項目負責(zé)人趙夫江說,萬達一些項目建設(shè)工期,往往能從20個月壓縮到18個月再到12個月。集團內(nèi)部,還常對提前完工的項目部給予重獎。
未上市的萬達能夠投入巨大的資金,其模式令同行難望項背。“這與萬達經(jīng)過多年發(fā)展,形成獨特的類資金鏈,關(guān)系緊密!敝炝璨ㄕf。縱向上,萬達拿地后,可以獲得由地方政府支持的抵押貸款,開工后,施工方墊資,緊接著是先開發(fā)的住宅預(yù)售資金回籠,商用物業(yè)開業(yè),又能夠獲得大量物業(yè)抵押貸款去拿地。橫向上,萬達項目眾多,進度不一,各項目間的資金又可以相互支持策應(yīng)。
不過,商業(yè)地產(chǎn)的資金沉淀極為龐大,回報周期動輒數(shù)十年,資金鏈,是這個行業(yè)繞不過去的話題。
一份萬達的內(nèi)部資料顯示,萬達計劃在2012年—2013年持有1300萬方的商業(yè)物業(yè),租金收入達到70億元。而2010年的持有量為566萬方,全年總收入則為770億元?梢娮饨鹗杖肽壳爸徽嫉饺f達收入的不到10%的部分。

趙夫江說:“寶龍和萬達都采用‘現(xiàn)金流滾動資產(chǎn)’模式,萬達出售60%的住宅、寫字樓、社區(qū)商業(yè)街來維持40%持有MALL物業(yè),特點就是快,一些大的同行也類似,只不過,寶龍是上市公司,資金充裕,項目上對資金的壓力沒有萬達緊迫。

王健林已在反思。
早在去年5月,萬達對唐山項目進行了審計,在內(nèi)部公開了該項目公司發(fā)生多項工程串標(biāo)、工程事故頻發(fā)、設(shè)計管理失控等問題,該項目班子被處以開除等重罰。

”事實上,工程質(zhì)量僅僅是戰(zhàn)略導(dǎo)向的產(chǎn)物。朱凌波透露,這兩年事故頻發(fā)后,萬達內(nèi)部在討論兩個問題,一個是要把速度降下來,第二個是考慮如何提高持有物業(yè)運營水平,提高其持續(xù)價值。
接近萬達的人士透露,在萬達內(nèi)部,早先有過對項目不斷推陳出新的考慮,但討論的結(jié)果是,太過求新,會影響發(fā)展速度,2004年—2006年的調(diào)整期,萬達的一些嘗試被市場否定,也并未受到資本的青睞。權(quán)衡之下,王健林最終選擇了連鎖模式以快速復(fù)制。
“并不是說城市化快速發(fā)展階段,我們就提倡這種模式。全球最大的商業(yè)地產(chǎn)商西蒙地產(chǎn),在打造商業(yè)氛圍和模型創(chuàng)新上,花了很大的心思,這么些年,幾乎沒有幾個項目是重名的。”朱凌波說。
朱凌波認(rèn)為,尤其是目前,商業(yè)需求不再像前兩年那么單一,更豐富、多元化的業(yè)態(tài),讓萬達這樣的龍頭有可能再次引領(lǐng)行業(yè)創(chuàng)新。
王健林在今年8月的一次央企培訓(xùn)班上,針對萬達的競爭力,有過這樣一段演講,“企業(yè)從小到大的不同階段有不同的競爭力。即使大型企業(yè),生存五十、一百年,不同時期的核心競爭力也不一樣。萬達集團,核心競爭力經(jīng)歷了三個階段,初期靠工程質(zhì)量,中期靠跨區(qū)域發(fā)展,現(xiàn)在靠獨特的商業(yè)模式。這樣,在一個完全競爭的市場做到了沒有競爭!
